All Medical Dispensaries and Marijuana Retailers in the City of Portland are required to submit a Marijuana Control Plan (MCP) that provides information about how a Medical Dispensary or Recreational Marijuana Retailer plans to mitigate livability concerns and a contact for the establishment.
